We know God can do whatever He want.

But will He answer a sinner prayer?

In all due respect, I think it may be the wrong question. The question may better be posed as: does God obligate Himself to answer sinners prayers? Or, what prayers does God obligate Himself to answer?

In the case of the account of the Praying Pharisee and the Tax Collector, Jesus reveals a prayer of pride and a prayer of humility. In this, we see that God has obligated himself to answer humble hearts, regardless of the outward appearances or the supposed religious performances.

Raul, in all due respect you are incorrect. I am confident that God absolutely obligates Himself to do certain things. If not, we have no standing whatsoever to trust Him in anything, nor ask anything of Him with expectancy. If we cannot trust God to act according to His promises (his self obligations) then we may as well "eat drink and be merry for tomorrow we die"

But we are told to absolutely ask with expectancy. James 1:5-8 says "5 If any of you lacks wisdom, let him ask of God, who gives to all liberally and without reproach, and it will be given to him. 6 But let him ask in faith, with no doubting, for he who doubts is like a wave of the sea driven and tossed by the wind. 7 For let not that man suppose that he will receive anything from the Lord; 8 he is a double-minded man, unstable in all his ways.

It's not our faith that moves God, it's our faith in God that moves him. If we doubt, because we do not believe that God obligates himself, then we cannot confidently expect anything. and I have found that God does not answer "pretty please" prayers. He answers humble boldness. ... or Bold Humility... however you want to look at that concept.

I have learned to seek God specifically according to what He promises. I tend to quote His word, when I pray. If we do not take this attitude, that God will do what He says he will do, then we are wasting our time.

Small bites, bro. You ask great questions. You are right, we don't manipulate God.

I was once taught that you can manipulate God by your giving. He has such a sense of humor, our God and Father. I tithed all the money I had left, thinking he would give me a new job and I would keep my rental, when I was out of a job. Nope. He made me endure the loss of home, job and dignity. Then... months later... miracles happened.

I did eventually get a new job; and I wound up relocating; and experiencing great blessings. All of which came from enduring the humiliation of having to move my young family back into my mom's home and humbly accept her generosity - against my will. It was while there that God opened new doors, by my faithful obedience.

I was in a very abusive relationship for 7 years, alone, no friends or family nearby, I prayed for a friend and within a week a friend arrived who helped me escape. Without her, I wouldnt have been able to with 2 small babies and toddler. God aswered my prayer and I was not 'saved' then. I was living sinfully, but God heard me and chose to answer my prayer. I firmly believe that God hears all our cries and through His own chosen ways brings us to Him, like me after many years, of seeing God's work in action.

Amen!

God cannot be placed in a box. He does as He wishes. He can only not do, what He himself says He cannot do. We know He knows everything, hears everything and sees everything, whether He answers a non-believer's prayer or not is completely up to him. He deals with each one of his creation individually.

We know God calls all men to repentance.  we know God is attentive to his children and hates the wicked, but is great in compassion and mercy towards all of humanity, for the exception of the ones He has already judged.

That is what we know through scripture.
